Functions and duties
1. Functions
Advising the university in organizing, implementing, and devising strategic plans for scientific and technological activities, innovation, intellectual property, and international cooperation. Its mission is to enhance research capacity, technology transfer, cooperation of staff, lecturers, and learners, and the promotion of Vinh University’s public status.
The department is responsible for providing and updating information, guiding the implementation of documents on the management of science and technology tasks (at all levels), and confirming scientific research activities.
Furthermore, the department is responsible for emulation, rewards in science and technology, international cooperation, and managing and operating the website and software of Vinh University‘s electronic Science Journal (which the department also publishes and distributes, along with other scientific publications).
2. Duties
a. Managing Scientific and Technological Activities/Innovation
The department’s duties are myriad and reflect its stated function. To serve as something as a catchall in managing, organizing (projects and activities), statisticizing, coordinating, and serving as an international liaison in scientific-related programs, systems, et al. Which includes:
Develop and submit (to the President for approval) plans for research, consulting, and application and transfer of research and technology results. The department is also the focal point for promoting the development of scientific and technological research and application activities of the university.
In addition, the department is responsible for seeking out, promoting, receiving, and utilizing scientific and technological topics and projects (at all levels). Advising the president in his reviews and allocations of scientific topics, pilot production projects, and consulting contracts (managed by the department) to all branches and individuals in the university.
Preside over the management of consulting on the transfer and commercialization of scientific and technological results at home and abroad for the Party, the State, ministries, localities, and production and business establishments.
Coordinating the management and organization of activities of research groups and potential research groups of the university.
Guiding and coordinating conferences, seminars, and scientific training (and then advising the Board of Directors for their approval).
Organizing, directing, and managing scientific research and start-up activities of students, graduate students, and postgraduates; organizing scientific research competitions among learners.
Manage and store information, books, documents, and records on scientific and technological results and consulting.
Carry out state management of the system of topics, scientific projects, and activities related to scientific research within the entire university.
Confirm the scientific background of lecturers and specialists in the entire university to ensure accuracy and honesty. Confirm the level of completion of the scientific research work of lecturers as a basis for considering emulation and reward titles in the entire university.
Carry out summaries and rewards for scientific research work.
b. International Cooperation
As the department works with agencies, officials, and individuals globally, their responsibilities include:
Develop short-term and long-term international cooperation strategies, international cooperation plans, and annual plans for delegations to leave and enter the country.
Organize negotiations and sign cooperation documents with foreign organizations and educational institutions. Have plans in effect to monitor signed documents and to organize the reception of international delegations involved with the university.
Coordinate the implementation of receiving foreign lecturers, experts, volunteers, and international students for work, research, and study—attending international conferences and seminars, exchanging academic knowledge, management experience, and cultural exchange at the university (within the framework of signed cooperation agreements).
Coordinate the nomination and introduction of officials, employees, and students to study abroad for short-term training, attend international conferences and seminars, exchange academic knowledge, visit and gain management experience, and participate in cultural exchange activities.
The department also conducts surveys and seeks cooperation opportunities within the framework of programs and projects signed between the university (or other affiliated agencies) with foreign partners.
Coordinate the implementation of international sponsorship projects and advanced technology transfer programs from abroad to serve the goals of training, scientific research, and serving the community.
Carry out the management of outgoing and incoming delegations according to regulations.
Confirm translations from foreign languages (English, French, Russian) to Vietnamese and from Vietnamese to foreign languages (English, French, Russian) for civil servants, employees, and students of the university.
Monitor the English section of the university‘s website, the department‘s sub-web, and the Science Journal software.
c. Management of Vinh University Journals of Science and Intellectual Property
Management and operation of the website and software of Vinh University‘s Electronic Scientific Journal.
Preside over and coordinate with relevant individuals and units in the publication of the scientific journal.
Coordinate related works for implementation in order to upgrade the scientific journal.
Introduce and publish domestic and foreign scientific research results to advance the teaching, training, research, and technological skills of the university‘s lecturers and students.
Provide a forum for information exchange and the dissemination of teaching, training, and scientific research experiences in order to improve the quality of teaching and scientific research of the university.
Contribute to enhancing the brand, reputation, and quality of the university (in regards to training and scientific research) through the intense monitoring and adaptation of journals and scientific publications.
Coordinate the management and support of the registration and implementation of intellectual property rights, as well as the use of intellectual assets of the university.
Participate in developing strategies, implementation plans, and monitoring intellectual property and innovation work.
Coordinate with departments of Vinh University to inspect and monitor compliance with intellectual property laws that are germane to the university.
Advise the President on dispute resolution, rewards, and handling of violations related to intellectual property rights.
d. Other Activities
Highlight needs and coordinate with relevant departments to participate in the recruitment process of civil servants and contract workers in accordance with current regulations.
Coordinate with relevant departments to organize training and foster professionalism among civil servants and contract workers managed by the department.
Perform any tasks as assigned by the university (not mentioned above).
